There’s a lot of history packed into this chart on Oregon’s vehicle trends: the seemingly relentless driving boom of the 1950s through 1990s; the decoupling of gasoline consumption from vehicle travel after the OPEC and regional economic crises in the late 1970s; and, most recently, the peaking of both gasoline consumption and vehicle travel in the late 1990s and early 2000s, respectively. It would be nice if Oregon’s legislature agreed with me.

Last year, Portland State University (PSU) gave the Oregon legislature a teaser about how to face those problems with a carbon tax. The new and expanded analysis concludes that charging carbon polluters would cut pollution and it could create jobs and raise wages, if Oregon spends the money right. In every scenario other than $10 per ton, a carbon tax would enable Oregon to meet its 2020 goal of trimming pollution 10 percent below 1990 levels by 2020.

Oregon is facing a similar dilemma: the Beaver state has had climate change pollution goals in law for eight years, but doesn’t have a mechanism to meet the legal pollution limits. Oregon House Bill 3470 —the Climate Stability & Justice Act of 2015—would create the framework to fairly and cost-effectively phase out fossil fuels. Oregon could do its part by attaining it’s current goal of reaching 75 percent below 1990 levels by 2050.
