David Zetland: I've opposed subsidies to corn production and ethanol blending mandates for many years ( this and this argument ), but these disastrous programs continue to destroy the environment, destabilize agricultural commodity markets, and raise the price of food for the world's poorest. Forty percent of the US corn crop is going into ethanol , which means no buffer capacity for production shocks elsewhere.

Ethanol, one of the so-called biofuels, the other is biodiesel, is produced, primarily, especially in the USA, from corn (maize), with biodiesel, mainly, being made from palm oil. And then more fuel, in the form of energy, is required for the processing of the maize into ethanol, followed by yet more fuel to get the ethanol to the filling stations.

Drought, extreme weather, and other factors combine to increase corn prices, and one of those factors is the federal ethanol mandate/renewable fuels requirement implemented over 20 years ago (as an oxygenate requirement) and extended in 2005. This year’s drought has been painful and costly, but if in the process it leads to the demise of ethanol subsidies, boutique fuels , and the renewable fuels standard, that’s what I call a silver lining.

But, this year, a Congressional Budget Office report has concluded that only a small percentage of the increase in food prices was due to ethanol. But that doesn't mean we should all jump back on the ethanol bandwagon. The study says that ethanol production required about 861 billion gallons of water.

However, a more cost-effective way of producing the ethanol may have been discovered by a duo of researchers at the University of Wisconsin. Raines, have discovered a process using salt with a low melting point, alongside water and acids, in order to produce cellulosic ethanol.
